Statutory Regulation of Protection Against Drowning

Key Acts and Institutions

  • Conditions to be met by lifeguards are governed by The Protection against Drowning Act.
  • The Protection against Drowning Act is adopted by The National Assembly of the Republic of Slovenia.
  • The Rules on water rescue personnel specify five training programmes: A, B, C, D, E.
  • The Administration of the Republic of Slovenia for Civil Protection and Disaster Relief keeps the database on water rescuers.

Certification and Renewal Requirements

  • Rescuers under Program C must take the aptitude test for water rescue, the first aid administration test, and a medical examination every three years.
  • Every three years, white water lifeguards are required to pass: the water rescue aptitude test, first aid proficiency test, and a medical examination.
  • For rafting, kayaking, or canyoning, safety requires the presence of a white water rescuer for each group of participants.

Navigation Rules and Enforcement

  • Navigation on inland waterways is regulated by the local community by means of a general legal act determining the navigation regime.
  • If the local community has not determined a special regime, navigation is allowed if conditions allow it and subject to safety conditions.
  • Inspectors or police officers may prohibit navigation if they find that the maximum number of passengers or the maximum weight of cargo permitted for the vessel has been exceeded.
  • A guide may not operate the vessel if they are under the influence of alcohol or other psychoactive substances.
